Eligible Institutions and Program Categories
Eligible applicants are public and private universities and colleges throughout Taiwan. The program covers the following fields and academic disciplines, as classified under the Ministry of Education's fifth revised version of the Classification of Academic Disciplines for Colleges and Universities:

- Social Sciences, Journalism and Library and Information Science
- Business, Management and Law
- Services
- The Social Welfare discipline under the field of Health and Welfare

(I) Category A: Key University Development Program

(II) Category B: Humanities and Social Sciences College Development Program

Applications under this category must be submitted by a college related to the humanities and social sciences. Collaboration across universities or colleges, regardless of field, is permitted, and more than half of the departments of the participating university/college must take part in the proposed project. Through participation in Ministry of Education collaborative learning activities and the matching of potential partners, projects should be developed around industry-oriented practical projects or courses, cross-sector application courses or activities, and project competitions addressing challenges proposed by industry or local communities. These activities are intended to enhance faculty members' experience and capacity in engaging with industry and to develop students' ability to address real-world problems.

Funding Principles and Guidelines
(I)
As a general principle, each university may receive funding for one project in total across Categories A and B during each phase. Each principal investigator may serve as the principal investigator of only one project. For cross-university projects, eligibility is determined based on the institution where the principal investigator is employed.

For each phase, the standard funding amount is NT$6 million per Category A project and NT$4 million per Category B project.
(III) Institutional Matching Funds

Categories A and B provide partial funding. The applicant university must contribute matching funds of at least 10% of the funding provided by the Ministry of Education, with no restriction on the expenditure category.

Capital expenditures are primarily intended to fund software and hardware equipment costing NT$10,000 or more with a useful life of more than two years. Applicants must provide a description of the equipment needs and explain their necessity for project implementation.
Ministry of Education equipment subsidies may not be used to purchase general-purpose or administrative equipment, such as printers, projectors, laboratory tables and chairs, or other general teaching equipment, nor may they be used for space renovations. The principles governing the budgeting and expenditure of Ministry of Education funding are set out in Appendix 2. Costs associated with space renovations, funding shortfalls, or other related expenses shall be covered by the university's matching funds.

The same project content may not be submitted for duplicate funding to other units within the Ministry of Education. If duplicate applications are submitted and subsequently funded, the Ministry of Education may recover the subsidy.
(VI)
The Ministry of Education may, as necessary, coordinate the integration of different projects submitted by the same university. If a Category A application is not approved, the review committee may, when deemed necessary, decide to transfer the application to Category B without requiring a separate application. Funding will then be awarded to selected projects subject to the available budget.
(VII)
The Ministry of Education may take into consideration the type of institution, geographical region, and distribution of academic disciplines when selecting projects for funding.
