“Crossing Great Rivers Together Toward Sustainability”: Government, Industry, and Academia Join Forces to Advance a Smart Monitoring Alliance

In the vibrant summer month of August, nearly 40 representatives from government, industry, academia, and research institutions gathered at National Yunlin University of Science and Technology (NYUST) for the Water Quality Early Warning Technology Exchange Seminar, jointly organized under two initiatives supported by Taiwan’s Ministry of Education: the “Smart Water Environment Monitoring and Improvement Program for Cultivating Green-Collar Women Professionals” and the “Resilient Water, Silicon Heart — Sustainable River Stewardship Action Program.” Special thanks go to the ASE Environmental Protection and Sustainability Foundation and Siliconware Precision Industries Co., Ltd. for their continued support of NYUST and their joint efforts to establish a platform for industry–academia exchange and promote the practical application of smart water quality monitoring technologies.

The seminar was hosted by Professor Kuo Chao-Yin of NYUST’s Department of Safety, Health and Environmental Engineering and brought together representatives from the Environmental Protection Bureau of Yunlin County Government, the Central Taiwan Science Park Wastewater Treatment Plant, and numerous publicly listed and OTC companies. Participating companies included Shan Lin Water Environment Engineering Co., Ltd., Huimin Industrial Co., Ltd., Pancheng Engineering Consultants Co., Ltd., Zhongxin-Hsing, Nengshuo Engineering Consultants, Jiajia Engineering Technology, Jetss Energy & Environmental Technology, and Fengpei Environmental Technology, among others. Together, participants explored smart water environment monitoring technologies and future opportunities for collaboration.

The seminar opened with a presentation by Ruisun Technology Co., Ltd. on “Rapid Water Quality Analysis Technology,” introducing the latest rapid testing equipment and sharing practical field experience. The presentation demonstrated how real-time analysis can improve the efficiency of environmental monitoring and enhance decision-making capabilities.

The NYUST team then presented its AI-based water quality identification technology, showcasing recent research and development achievements in smart water environment monitoring, artificial intelligence-based identification, and data analytics. Several industry partners are already working with NYUST on AI model development and validation projects. Customized intelligent identification applications are being developed in response to the needs of different industries, helping improve the efficiency of water quality monitoring and the ability to detect and provide early warnings of abnormalities.

The presentation also attracted considerable attention from government representatives, who engaged in in-depth discussions on potential applications in environmental monitoring, water pollution early warning, and smart governance. Several companies noted that the exchange highlighted the significant potential of integrating AI with environmental monitoring and expressed their intention to further deepen industry–academia collaboration with NYUST in smart water management, digital governance, and environmental sustainability.

Professor Kuo Chao-Yin stated that NYUST will continue to work with partners across government, industry, academia, and research institutions to expand AI model development and interdisciplinary collaboration, with the goal of establishing a smart water environment monitoring platform. By accelerating the practical application of AI technologies in industry and government governance, the initiative aims to enhance Taiwan’s international competitiveness in smart environmental management and sustainable development.

Notably, the seminar attracted a number of corporate chairpersons, general managers, and senior executives, many of whom personally attended the event and participated in the discussions despite their busy schedules. Their strong engagement demonstrated the recognition of the technical depth and industrial value of the presentations, while also reflecting the growing importance of smart water environment monitoring and AI-based identification technologies as emerging areas of industrial interest.

Many of the participating business leaders are long-standing MOU partners established through Professor Kuo’s years of promoting industry–academia collaboration. Through face-to-face exchanges, participants not only explored actual business needs and future directions for technological development, but also identified new opportunities for collaboration in smart environmental monitoring, AI model development, net-zero transformation, and sustainable governance. These discussions laid a solid foundation for future innovation driven jointly by government, industry, academia, and research institutions.

Director Chang Chiao-Wei of the Environmental Protection Bureau of Yunlin County Government also attended the seminar in person. He emphasized that a clean water environment is an essential foundation for maintaining ecological systems and supporting sustainable industrial development. Creating a high-quality water environment is not only a shared expectation of Yunlin’s residents, but also an indispensable responsibility of government. The county government will continue to bring together expertise from government, industry, academia, and research institutions, introduce innovative technologies, and work collaboratively to usher in a new era of smart water governance, ensuring that every drop of water serves as a strong foundation for environmental sustainability and industrial development.

The ASE Environmental Protection and Sustainability Foundation stated that it has long been committed to environmental sustainability and talent development while actively promoting natural capital governance and social inclusion. The Foundation hopes to connect universities with local needs and advance environmental education and the application of smart technologies. Looking ahead, it hopes to use AI technology as a foundation for accumulating and strengthening ecological restoration efforts, achieving sustainable water quality management while further reducing climate-related risks. In this way, technology can become a genuine force for strengthening natural capital and promoting local prosperity.

Siliconware Precision Industries Co., Ltd. noted that with the rapid development of AI, high-performance computing, and advanced packaging, demand for interdisciplinary talent continues to grow. In recent years, Siliconware has actively invested in smart manufacturing, ESG and sustainable governance, energy conservation and carbon reduction, and green manufacturing processes, while continuing to strengthen partnerships with universities and colleges. Through industry–academia exchange, the company hopes to cultivate interdisciplinary talent that meets future industry needs at an early stage. It also welcomes more young professionals with expertise in environmental engineering, AI, data analytics, smart manufacturing, and sustainable management to join the global semiconductor industry and work together to build a smarter, low-carbon, and sustainable future.

Professor Kuo Chao-Yin noted that the I Ching contains the phrase “It is beneficial to cross great rivers,” conveying the idea that by bringing together collective wisdom, responding to the times, and having the courage to overcome challenges, new possibilities can be created. This seminar represents a concrete embodiment of that spirit. With the support of the ASE Environmental Protection and Sustainability Foundation and Siliconware Precision Industries Co., Ltd., the event successfully connected government, industry, and academia, bringing smart technologies, water environment governance, and talent development together to create a new model of collaboration among government, industry, academia, and research institutions.

Looking ahead, NYUST will continue to advance AI-powered intelligent identification, water quality early warning systems, river stewardship, and the cultivation of green-collar talent, ensuring that technological innovation progresses hand in hand with environmental sustainability. As the wisdom embodied in the I Ching reminds us, only by moving forward together can we “cross great rivers and create a sustainable future together”—with technology as our vessel and talent as our oars, charting a course toward a new era of smart environmental governance.
