Taiwan Steel Union Leads Low-Carbon Supply Chain Transformation in Partnership with National Yunlin University of Science and Technology to Launch the 1+N Carbon Management Demonstration Framework

In response to the global trend toward net-zero transformation and the growing demand for carbon management across supply chains, Taiwan Steel Union Co., Ltd. partnered with National Yunlin University of Science and Technology to convene the 2026 “1+N Carbon Management Demonstration Framework Kick-off Meeting” on May 26. The initiative is part of the “Manufacturing Sector Net-Zero Transformation Promotion Project – 1+N Carbon Management Demonstration Framework” promoted by the Industrial Development Administration, Ministry of Economic Affairs. The meeting officially launched carbon inventory and advanced energy-saving consulting activities.

As a leading enterprise in the circular economy sector specializing in transforming industrial waste into reusable resources, Taiwan Steel Union serves as the core enterprise connecting upstream and downstream supply chain partners. The initiative brings together companies from sectors including chemical raw materials, non-metallic mineral products, basic metals, steel manufacturing, and wire and cable equipment manufacturing. Through the promotion of carbon inventory and carbon management capability development, the program aims to strengthen the foundation of low-carbon supply chain governance and jointly advance toward resource circulation, zero waste, and low-carbon transformation.

The kick-off meeting was attended by Deputy Director Pan Chien-Cheng of the Industrial Development Administration, Ministry of Economic Affairs; President Wu Tsai-Yi of the Taiwan Research Institute; Chairman Lin Tsai-Hsiang and General Manager Hsieh Tsung-Lin of Taiwan Steel Union Co., Ltd.; Director Chen Chao-Hung of the Center for Sustainable Development and Value Management at National Yunlin University of Science and Technology; and representatives from Taiwan Steel Union’s supply chain partners.

The participation of these companies demonstrated the determination of leading enterprises and supply chain partners to jointly promote carbon reduction initiatives.

Deputy Director Pan Chien-Cheng stated that the “Manufacturing Sector Net-Zero Transformation Promotion Project” encourages leading enterprises to guide supply chain partners in establishing carbon management foundations. The initiative assists manufacturers in understanding their carbon emission status and gradually implementing energy-saving and carbon reduction measures. He expressed appreciation to Taiwan Steel Union for serving as a model enterprise in the circular economy sector and mobilizing supply chain partners to participate in the 1+N Carbon Management Demonstration Framework. He also thanked National Yunlin University of Science and Technology for contributing its professional expertise to support the industrial supply chain’s transition toward low-carbon and smart manufacturing.

Chairman Lin Tsai-Hsiang of Taiwan Steel Union noted that since its establishment, the company has focused on recycling electric arc furnace dust generated from steelmaking processes, transforming industrial by-products into reusable resources. In recent years, the company has further expanded its recycling operations to include three major categories and twelve types of recyclable waste materials, broadening the scope of waste reutilization while promoting dual transformation in both low-carbon development and smart operations. Taiwan Steel Union has adopted the vision of becoming “Taiwan’s leading model company in the circular economy.”

Since 2012, the company has implemented a greenhouse gas inventory management system and continuously promoted process improvements, renewable energy installations, and the replacement of high-energy-consuming equipment. These efforts have collectively reduced carbon emissions by approximately 27% compared with the baseline year. Moving forward, Taiwan Steel Union will continue integrating carbon inventory systems, energy management, and smart digital tools to connect supply chain data, assist partners in identifying emission hotspots, and progressively reduce Scope 1 to Scope 3 emissions in order to establish a low-carbon supply chain ecosystem.

Director Chen Chao-Hung of the Center for Sustainable Development and Value Management at National Yunlin University of Science and Technology stated that the center has long been dedicated to supporting enterprises in carbon inventory, energy-saving diagnostics, ESG sustainability management, and low-carbon transformation consulting. Through a professional consulting team, the center assists enterprises in extending carbon management practices from foundational carbon inventory work to energy-saving diagnostics and carbon reduction strategy planning.

In the next phase of the project, NYUST and Taiwan Steel Union will jointly assist supply chain partners in conducting organizational greenhouse gas inventories, advanced energy-saving diagnostics, and carbon management capability development. Based on the characteristics of each participating factory and industry sector, the team will provide targeted recommendations in areas including energy management, process optimization, and material improvement. The project aims to achieve electricity savings exceeding 1.2 million kWh and carbon reductions of more than 1,000 metric tons of CO₂e, while enhancing the resilience of supply chain enterprises in their net-zero transition through the broader impact of the demonstration framework.

Through the implementation of the 1+N Carbon Management Demonstration Framework, Taiwan Steel Union will further extend its experience in circular economy practices and low-carbon transformation to supply chain partners. The initiative seeks to help industries transition from “individual carbon inventory management” to “integrated supply chain carbon governance,” and from “energy-saving improvement” to “low-carbon manufacturing,” ultimately creating a low-carbon manufacturing model that integrates circular economy principles, smart management, and net-zero transformation benefits.
