In support of the Yunlin County Government’s policy initiative promoting net-zero transformation for public buildings, National Yunlin University of Science and Technology signed a Memorandum of Understanding (MOU) on May 13, 2026, with the Yunlin County Government and Nature Exchange Platform Co., Ltd.. University President Chang Chuan-Yu attended the signing ceremony on behalf of the university.
Through this collaboration among industry, government, and academia, the partnership combines government policy implementation, corporate ESG resources, and academic expertise to promote building energy efficiency improvements and carbon reduction initiatives beginning within the university campus environment.
Under the agreement, the Yunlin County Government will oversee the overall strategic direction of the initiative, while Nature Exchange Platform Co., Ltd. will coordinate corporate ESG participation and resource integration. National Yunlin University of Science and Technology will provide academic and technical support, including building energy-efficiency assessments, energy consumption analysis, and recommendations for energy-saving improvements. The university will also help establish a scientifically grounded and verifiable energy-saving evaluation mechanism to enhance the accuracy and credibility of carbon reduction data.
National Yunlin University of Science and Technology has long been committed to research in sustainable development and energy management. This collaboration will utilize building energy-efficiency assessments and the Energy Use Intensity (EUI) index to evaluate current energy consumption conditions and identify improvement strategies for low-efficiency buildings. The initiative aims to transform energy-saving efforts from isolated equipment upgrades into systematic and institutionalized management practices.
In addition to technical consultation, the university will promote energy management capacity building by assisting participating organizations in developing energy data reporting systems and independent energy management capabilities. These efforts are intended to strengthen the long-term governance foundation for public building energy conservation and transition carbon reduction efforts from one-time improvements into sustainable operational management systems.
The project will use the university campus as one of its demonstration sites to implement a framework focused on “comprehensive assessment, precise diagnostics, and phased improvement.” Through this process, the partnership seeks to establish a replicable model for enhancing building energy efficiency that can serve as a reference for future public-sector energy governance initiatives, promoting the broader adoption of sustainable management practices.
President Chang Chuan-Yu stated that universities carry responsibilities beyond talent cultivation and academic research, including broader social engagement and responsibility. He emphasized that this collaboration demonstrates the important role of academia in providing technical support and knowledge integration during the transition toward net-zero development. Through campus-based demonstration projects, the university hopes to assist local governments in advancing public building energy efficiency and achieving low-carbon sustainable development goals.
