Embracing Emerging Trends in Resource Circularity: NYUST Cultivates Net-Zero Green Talent to Support Formosa Plastics Group’s Sustainable Transformation
The Department of Environmental and Safety Engineering at National Yunlin University of Science and Technology (NYUST) recently conducted the Ministry of Environment’s “Net-Zero Green Talent Development – Resource Circularity Foundation Program (Advanced Module)” at the administrative building of Formosa Plastics Group’s Mailiao Plant. A dedicated two-day corporate program for Formosa Plastics Group was held from April 28 to April 29, 2026, comprising a total of 12 instructional hours. The program aims to help enterprises stay abreast of net-zero transformation trends, deepen their understanding of resource circularity and zero-waste policy directions, and strengthen employees’ core competencies in circular economy practices and sustainable corporate management.
The course featured expert instruction from Director Chiang Chen-Yen of the Resource Circulation Administration’s Recycling Promotion Division and Senior Specialist Chiu Chun-Hsiung of the Resource Recovery Division. The curriculum was structured around four key themes: policy and regulations; circular utilization of four major industrial material streams; resource circularity and source reduction in daily life; and the dual transformation of digitalization and green innovation in resource recycling. Through this systematic framework, participants gained insights into policy development, regulatory structures, industry applications, and digital-green transformation tools, thereby enhancing their practical capabilities in sustainability management, waste reduction, and resource reuse. The program supports enterprises in addressing the evolving demands of net-zero emissions, resource circularity, and the circular economy, advancing toward the shared vision of sustainable resource use and zero waste.
Upon completion of the program, participants are required to take an online assessment. Those who achieve a score of 60 or above will receive a certificate of completion. The course is also recognized for continuing education credits for certified waste management professionals, contributing to the enhancement of employees’ professional qualifications and practical expertise, and strengthening the talent base in environmental management and resource circularity.
The Ministry of Environment’s Net-Zero Green Talent Development Alliance continues to promote diversified training programs through collaboration among government, academia, and industry, cultivating professionals equipped with policy literacy, technical expertise, and sustainability management capabilities. On May 16–17, the Central Regional Training Center will offer another Resource Circularity Foundation Program (Advanced Module) at Tunghai University in Taichung, open to the general public, corporate participants, and students. To encourage participation from youth, industry professionals, and underrepresented groups, a 50% tuition subsidy (NTD 1,800) is available for university students under the age of 30, employees of recognized “Resource Circularity Excellence Enterprises,” and members of circular economy startup alliances. Full tuition subsidies (NTD 3,600) are provided for individuals from low- and lower-middle-income households and persons with disabilities.
In addition, NYUST’s Department of Environmental and Safety Engineering will offer a 48-hour “Net-Zero Green Talent Development Program” from May 17 to June 7 and from July 20 to July 30. The curriculum will cover international trends, domestic regulatory frameworks, greenhouse gas inventory and reduction practices, and product carbon footprint analysis. Tuition subsidy programs are also available for university students, low- and lower-middle-income households, and individuals with disabilities. Graduating high school students may qualify for these subsidies by submitting proof of university enrollment within 10 days after examination results are announced.
